HON. DR. KELECHI CHIBUEZE CHUKWUEMEKA MADUGBA

Hon. Dr. Kelechi Chibueze Chukwuemeka Madugba is a distinguished Nigerian industrialist, academic scholar, seasoned public reformer, and political statesman from Abia State, proudly rooted in the Isiala Ngwa North and Isiala Ngwa South Federal Constituency. His life journey represents a rare synthesis of scholastic depth, cross-sector commercial leadership, decisive governance reforms, and an unwavering moral dedication to grassroots socio-economic progress.

Born on 17th April, 1965 in Maiduguri, Borno State, northern Nigeria, and raised across Plateau, Potiskum (Yobe State), and Abia State, Dr. Madugba’s formative upbringing across diverse geographical regions forged a deeply cosmopolitan worldview, profound cultural empathy, and an unshakable commitment to national cohesion—the foundational philosophy of “One Nigeria.”

Scholastic Pedigree & Academic Qualifications: Grounded upon an exceptional academic foundation, he obtained his Bachelor of Arts (B.A.) in Public Administration from Coal City University, Enugu State (1994–2000), and holds a Master’s in Public Administration (MPA, 2016) from the prestigious University of Calabar, specializing in governmental administrative efficiency, public policy formulation, and strategic resource optimization. In recognition of his commercial acumen and over two decades of transformative downstream energy stewardship, he was conferred with an Honorary Doctorate Degree (D.Sc. Honoris Causa) in Petroleum Economy by Highstone Global University in December 2024 at the University of Lagos.

Industrial & Corporate Command: In the private sector, Dr. Madugba serves as the Managing Director and CEO of Gemnka Nigeria Limited (since 2013), directing diversified operations spanning marine vessel logistics, downstream petroleum distribution, agro-allied manufacturing, and medical equipment importation. He is the principal investor behind the $100,000,000 USD industrial scale-up platform (Gemnka & Woodhills Ltd) operating fabrication facilities across Lagos, Abuja, and Port Harcourt, and has dedicated over 24 continuous years to the Independent Petroleum Marketers Association of Nigeria (IPMAN). In 2024, he executed an international bilateral health-technology agreement with AngelO HZS International (China) at Radisson Blu Hotel, Lagos, introducing breakthrough bio-resonance wellness diagnostics to Nigeria.

Democratic Statesmanship & Moral Guardianship: Dr. Madugba’s public service career spans more than 25 years. From serving as the founding PDP Abia State Youth Leader in 1999 at the inception of the Fourth Republic, to appointment as Special Assistant to the Federal Minister of Petroleum, and Commissioner in the Abia State Civil Service Commission where he spearheaded the landmark Ghost Worker Payroll Reform that purged thousands of fraudulent accounts and restored fiscal sanity. Having served as Acting State Chairman of the Labour Party, he now advances legislative equity under the All Progressives Congress (APC) for Isiala Ngwa. He holds the sacred royal chieftaincy title of “Ikoruku 1 na Ngwa Ukwu” conferred by HRM Eze (Dr.) Bernard Enweremadu, and leads an exemplary life as an ordained Deacon in the Seventh-day Adventist Church.
